​Sharing resources in information system development and ICT infrastructure rationalization.


eSPap ensures the provision of a set of services in development and maintenance of application software and in the management of infrastructures of information and communication technologies.

ICT shared services are mainly for the Ministry of Finance (MoF), but also for the Public Administration as a whole, covering a vast and diverse universe of users, from companies to citizens.

eSPap, as a shared service provider, aims to progressively expand the range of its offer to other entities from central and local government, through a catalogue of services that seeks to foster synergies and promote efficiency.

  • Covering the whole life cycle of the development of information systems, from the design and development phase of the solution to its exploitation, the services provided have three main areas of operation: Application development and maintenance, which provides and supports the development of transversal applications for the Public Administration, as well as specific business applications, primarily addressed to the Ministry of Finance entities;
  • Management of technological environments, which provides infrastructure (housing) and application hosting services, as well as collaboration and sharing facilities, including network and workstation management, technical support and service quality monitoring;
  • Professional Services, which provide resources and expertise in technical areas, such as Data Center Migration or technical advice in various ICT areas.
