​Cost rationalization and simplification of goods and services acquisition in Public Administration.


Public Procurement has a central role in public expenditure reduction, through central purchasing (of goods and services) under public tender for Framework Agreements (FA), enhancing synergies and scale economies.

Main activities

  • Manage, evaluate and develop the National Public Procurement System (NPPS);
  • Evaluate public expenditure and needs as well as market solutions;
  • Negotiate and make available to public purchasing entities centralized Framework Agreements (FA) for goods and services;
  • Define, develop and implement purchasing and negotiation strategies for goods and services categories whose acquisition are centralized, preserving and increasing competition levels in their activity sectors;
  • Coordinate and support public entities in public procurement procedures;
  • Provide public entities with technological tools to support the procurement procedures, namely the Public Procurement E-catalog and the E-contract platform;
  • Develop and manage an information collection system that allows the NPPS monitoring and evaluation.

 

Main benefits of Public Procurement

  • Speed up and simplify purchasing processes comparing to usual public tender procedure time limit;
  • Contracts awarded under the terms of FA set up by eSPap do not have a threshold value as long as Public Procurement Code (CCP) is respected/guaranteed (under article CCP 259º);
  • Easier procedure documentation since FA determines a set of contracting rules;
  • Access to the Electronic platform developed to support all FA procedures (fully customized and free of charge);
  • Free subscription to NPPS, therefore purchase using FA are not compulsory for voluntary entities.
